Turns out the topsoil was dry but deep in the roots past my finger it was moist and because the plant did not dry out. The meter has a long wand that allows me to see the moisture deep in the plant. Wish I knew about this years ago it would have saved me so much grief from over-watering plants and seeing the leaves just fall away!
